Cassiopea and Protostar layouts are significantly different. In Cassiopea, you can reproduce the appearance as was in Protostar using CSS. But for this you will need deep skills. In fact, this is the same as you had an old Opel, you bought a new Mercedes, but you want to make its appearance like old Opel. If you are not super fluent with Joomla / HTML / CSS, you will have to hire someone for this task.Why reconsider? In my situation, not being super fluent with Joomla, I reckon that it might be the same replicating the older layout that to start a new one, in terms of learning curve...but I might be wrong of curve.
Take a look at another template. For example, Helix Ultimate has boxed layout on board. Through CSS it is easier than Cassiopea to lead to the appearance of Protostar. But again, skills are required.

Just advice. If you are not an experienced webmaster, never use a localhost to develop a site. Use only live hosting. Thus, you will get rid of many problems associated with setting up the server and you can always ask for help by providing a public link on forum.unfortunately my new site is still running on XAMPP so I can't, right now, present a public link. I'll see if I can create a copy on the server where it runs the old J3 site though.
And yes, you can launch a new site at your hosting using a subdomain.
